Ripping suckers wounds the rootstock, making it less likely to re-sprout at that point. Note: this step doesn’t need to be done in spring, so if you can’t be sure that the sucker is truly a sucker instead of a cane from your rose, wait. Let it grow, examine it in summer for different-looking leaves or flowers, and rip it out then.
